Microsoft To Do: Microsoft To-Do is a free task management app that lets you create lists, set reminders, and organize tasks. While it doesn't specifically have an Eisenhower Matrix feature, you can utilize its customizable lists and tags to implement the matrix framework.
Notion: I must have been living under a rock because, just this year, I discovered Notion, and it has been a game changer.
